Proposed acceptance: priority-site coverage, location confidence, time to reviewed assessment and offline data recovery. Account for unavailable sites instead of silently dropping them.

05 / Limits and failure modes

Damaged communications, unstable structures, responders and mixed air traffic require coordination. Aerial imagery alone does not certify a bridge safe to reopen.

06 / Decision and responsibility

Candidate roles: transport agency incident command and infrastructure engineers; operating teams collect evidence within their authorised scope.
