Lijia village lies at the southern end of Route 169 in Alishan Township, Chiayi, at an elevation of 1,000–1,800 m. Hundred-pace vipers occur locally, making antivenom an important resource. The Alishan health center in Leye delivers it, but winding mountain roads make the journey to Lijia about one hour. The source states a storage temperature of 2–8°C and says delivery time and storage difficulty attracted disease-control officials' attention.

The article describes rapid drone development, Taiwan's work on regulation, services and industry, and the transport ministry's planning of a UAV development strategy.

When a disaster isolates an area, how can essential supplies reach survivors quickly?

The remote-area UAV logistics test programme began in 2018, first validating practical technology in Zuozhen, Tainan, on relatively flat terrain. The Alishan test examined mountainous terrain and elevation differences. At the time described, Chunghwa Post relied on cooperation between post offices and local agencies for remote deliveries. Landslides could interrupt postal roads, requiring staff to enter dangerous areas on foot, taking time and increasing risk. The flight test aimed to simulate drone mail delivery when weather or transport disruption cuts off remote mountain communities, preserving service and staff safety. The article says that on the 19th, Transport Minister Lin Chia-lung, Chiayi Magistrate Weng Chang-liang, legislator Chen Ming-wen, Chunghwa Post chairman Wei Chien-hung and Taiwan CDC Southern Regional Center director Lee Tsui-feng presented the Alishan test results. It reports the ministry's explanation that antivenom is lifesaving, costly and difficult to produce. Because snakebites are sporadic, redistribution from more than 200 storage sites across Taiwan helps meet emergencies while avoiding waste through expiry.
